Job Description
Project Planning Specialists – up to £31K (dependant on experience) with benefits (Helensburgh)
CLIENT – Babcock Naval Services, provides a wide range of high quality, support service solutions to public and private sector customers. This partnership is contracted to 2013 and provides management and support of key engineering/maintenance, logistics, facilities management and accommodation & catering for all site personnel.
ROLE – Project Planning Specialists these roles require individuals who, as part of a ‘Transformational Planning Team, will:
• Establish a Project Planning (networks) methodology through the development of Processes and Procedures drawing from global best practice techniques.
• Establish yourself as the “Guru” who can set the functional standard and coach Planners in making the transition to these Standards in a timely fashion
• Connect with the other Planning specialists to achieve the overall goal of an Integrated Planning Process.
• Support, promote and utilise the Project Management data such as Project Definitions and Scope, Work Breakdown Structures (WBS), Organisation Breakdown Structures (OBS), Cost Accounts and Estimates, Process Maps for Works and Trend Measurement & reporting requirements.
KEY ACCOUNTABILITIES
• Establish the current baseline standard being adopted across the Base.
• Identify the Scope of Improvements
• Be the custodian and maintainer of the Standard Network Library .
• Populate the Networks with Resource Requirements such as man-hours, skills, materials, time fences, interdependencies WBS, OBS etc
• Capture the Process in minimal number of Procedures that gives clear and understandable guidance.
• Establish an Aggregation process for the summation of data to provide Business Summary information.
• Ensure connectivity from the Sales & Operations, Project, Maintenance and Waterfront Planning processes.
• Facilitate discipline development through engaging with the key Stakeholders to maximise involvement understanding and Buy-in.
• Conduct group workshops, team training and personal coaching to develop our planning capability aligned to the standards.
• Define the outputs required from the Toolsets available to meet the process Standards. Liaise with the Toolset Specialist to deliver the system configuration modifications.
• Establish, maintain and publish Measures monthly that give feedback of the Progress of the Discipline, and its utilisation across the Base.
• Establish Audit Programmes to drive the Quality of Implementation across the Teams.
• Carry out Data Sampling analysis to identify conflicts, issues and opportunities for improvement
PERSON SPEC
10 – Min of 3years Planning experience in a major project environment.
10 - Strong organization & analytical skills, with experience of resource and equipment planning
10 - A ‘Guru' in creating & maintaining project schedules and Networks.
10- Experienced "change manager" can give specific examples of implementing & leading a team in a continuously changing environment
10 - HNC or equivalent in engineering, manufacturing or business
10 – IT Skills - Competent user of MS toolkit particularly MS Project or equivalent planning tool (ideally, Primavera)
10- Experience of best practice project management techniques
10 -Experience of planning and data analysis in Operational environments.
10 - High levels of drive for results, motivational tactics, implementation and use of performance management
10 - Good communicator (oral and written), comfortable interfacing at all levels
9 – Customer focus –meeting and exceeding the expectations and requirements of internal and external customers.
9 – Character – bright, Enthusiastic, tenacious, positive, innovative & creative
9 - An Advanced programmer or system specialist of Primavera or other relational database.
