Role Profile
Budget Process Administrator
The successful candidate will provide a robust, co-ordinated budget support service to the Commissioning and Purchasing Process for Care Services.
Duties include undertaking rigorous reconciliation of reports from Financial Processes database to ensure that all decisions have been recorded and that identified financial commitments reconcile with Budget Holder’s records for current and next years Good general level of education, including English and Mathematics at GCSE grade A-C, or demonstrably equivalent abilities.
The duties of this job require the post holder to travel throughout an operational area, therefore a valid driving licence and use of car is required unless the role can be undertaken effectively by other alternative transport arrangements.

Role Profile
• Support the Service Manager in the locality in the purchasing process for commissioned services and care packages by ensuring:
o All assessed needs are recorded by practitioner with accompanying COM 5
o All new packages and services are clearly documented for presentation to Care Planning Board (CPB)
o Accurate and up-to-date records are maintained of committed and available funding
o Costs and committed funding is clearly identified, monitored and recorded
o Adopted forms/spreadsheets are completed for all packages which have been agreed and confirmed with the Service User and sent to Financial Processes Payment Team
o All CPB decisions are recorded and communicated.
• Undertake rigorous reconciliation of reports from Financial Processes database to ensure that all decisions have been recorded and that the identified financial commitments reconcile with Budget Holder’s records for current and next years.
• Monitor outturn reports across all budgets delegated to Service Managers highlighting errors in reports to Managers and Finance.
• Attendance at Finance & Team meetings with Managers throughout localities
• Maintain records, both manual and computerised, ensuring confidentiality and efficient retrieval of information.
Work Experience / Skills & Knowledge:
• Considerable experience of using IT packages including Word, database and EXCEL.
• Evidence of considerable experience monitoring and coordinating budgetary and financial information
• Evidence of compiling and manipulating statistics to produce reports
• Knowledge and experience of administration processes and use of office equipment.
• Experience of having worked in a Health or Social Care setting desirable.
• Evidence of team working and understanding different roles.
• Knowledge of requirements of Caldicott, Data Protection and Freedom of Information legislation desirable.
• Knowledge of the commissioning process for Social Care is desirable.
• Awareness of Health and Safety at work
Additional Requirements
AN ENHANCED CRB CLEARANCE IS REQUIRED FOR THIS ROLE. To adhere to ECC policy this must have been issued within the last 12 months.
IF YOU DO NOT CURRENTLY HOLD AN ENHANCED LEVEL CRB CLEARANCE THEN YOU CAN STILL APPLY FOR THIS POSITION. YOU WILL NEED TO BE PREPARED TO HAVE AN ENHANCED LEVEL CRB CLEARANCE PROCESSED THOUGH, TO ENSURE THE CLEARANCE IS BACK BEFORE THE START DATE OF 23RD AUGUST 2010.
